   The "Articles of Confederation" was the first constitution of the United States. It created a "friendly alliance of independent states," and created a unicameral national legislature with one vote for each state.

   There were many people who found fault in the Articles of Confederation. They became known as the "Federalists," and wanted a stronger national government. They believed the Articles had created chaos in the former colonies:

   States were printing their own currency.
   The federal government could not tax the states.
   There was no federal judiciary.
   The federal government could not regulate domestic commerce.

   All of these were leading to an untenable situation, and it looked as though the "American Experiment" would fail. So, a new Constitution was written in 1787 and ratified in 1789.

   I suppose the main thing was the war. Benjamin Franklin claimed that there were three groups, about 1/3 supported the cause of independence, another third supported the Crown, while the remainder were what he called "trimmers" who were betwixt and between.
   Put this together with 13 separate organized colonies who had no real connection with one another, and this was to the advantage of the Crown, in a divide and conquer sense, and you have 13 states, each with their own interests, whose delegates were representing a fluxuating populace. It’s pretty amazing they managed to pass anything.
